Carbon life cycle analysis

Whether a total life cycle carbon analysis had been done for the AWA Goodhue project is one of the questions I asked during the the hearings at Goodhue High School last summer. They have not done one.  A total carbon life cycle analysis should be a basic requirement  for any renewal energy project seeking a Certifacate of Need.  Carbon life cycle analysis would indicate that a project would have a positive or negative impact on the environment.
