Developers eye large wind farm in western Wisconsin

MADISON, Wis. — Developers have applied for a state permit to build a large wind farm in western Wisconsin, the first application of its kind in more than two years.

The Wisconsin State Journal reports (http://bit.ly/td6dNp ) Emerging Energies has applied to build Highland Wind Farm, a 41-turbine project in St. Croix County about 25 miles east of the Minnesota border.

The application to the Public Service Commission comes as new wind siting rules remain in limbo in the commission, with officials trying to reach a deal between the wind industry and its critics.

William Rakocy of Hubertus-based Emerging Energies says his company understands there is some uncertainty surrounding Wisconsin's wind energy regulations, but he's confident about the project.

The commission has up to 360 days to make a decision on the application.

Three large new wind projects planned for SE Minnesota

RED WING — Hundreds of towering wind turbines might soon be sprinkled across the landscape in southeastern Minnesota, according to proposals filed with the Federal Aviation Administration in recent months.

The FAA has determined that at least three new wind projects pose "no hazard to air navigation" in what is believed to be a precursor to filing for a construction permit with the Minnesota Public Utilities Commission.

The two "smaller" projects, which are being developed by National Wind, will be located near Mantorville and Vernon, which is just east of Hayfield. National Wind, which is also developing the controversial 50-turbine AWA Goodhue project in Goodhue County, has applied for 115 and 114 turbine site applications for the projects. Each turbine will stand 479 feet tall, according to the FAA documents.

Though both of those projects would be among the largest in the state, they pale in comparison to the third.

Horizon Wind, a Texas-based company, has applied for 223 turbine site permits that would span six cities and three counties. The 460-foot tall turbines are believed to be a part of what might be an enormous 500-megawatt project.

More than 100 of the turbines are sited in Goodhue County, while Dodge and Rice County are also involved. Read about it in Thursday's print edition.

Letter to the Post Bulletin Editor:
 
I just finished reading Brett Boese's PB article posted 1/20/11 regarding, "Three Large New Wind Projects Planned for SE Minnesota."  Within that article, Mr. Boese mentions "Horizon Wind, a Texas-based company."
 
This statement may be true.  However, EDP-Energias de Portugal SA, bought Horizon Wind Energy LLC of Texas from Goldman Sachs Group Inc. for 2.15 billion dollars back in 2007. 
 
As I find this statement misleading, I would appreciate the PB putting more information in front of the public by presenting the WHOLE story.  Also, I would hope you would take every opportunity to correct the record by printing my letter to the editor.

News on the Kenyon Wind Project:
December 9, 2010 - The PUC voted Thursday morning to deny an extension of the permit for the Kenyon Wind Project.
The permit expires on December 31, 2010.
